Brief Introduction For the Project of Binzhou Port
I. Brief Survey
Binzhou Port, acting as a northern gate of Shandong, is located on the southwestern coast of the Bohai Sea. It represents the intersection of the two developed areas：Beijing-Tianjin-hebei and the Shandong Peninsular. Located on the central area of the Yellow River Delta, it also acts as the only import and export cargo port in northwestern Shandong. The hinterland of the port runs across three provinces and eight cities. With a total area of 100 thousand square kilometers, the hinterland provides home to 60 million people. Ten 500-3000 tonnage berthes and 11 kilometers of diversion embankment have been built. The annual handling capacity is expected to be 3 million tons.
Future Plan for Binzhou Port: By the year 2020, Binzhou Port will be built into a key harbour with the handling capacity of 60 to 100 million tonnage in the coastal areas of Shandong, fitted with modern loading and unloading facilities, management and storage equipments, export processing zone, together with 53 30-50 thousand tonnage open berthes which can do tranfer or through service.

Binzhou Port Administration Co.,Ltd. is a large state-owned enterprise which is in charge of port construction as well as matters involving foreign joint venture and cooperation on behalf of Binzhou city government. With registered capital of 251.8 million yuan RMB, the company owns four subcompanys: East Port Company, West Port Company, Channel Company and Hangsheng Concrete Engineering Company. III. Comparative Advantage
i) Particularly Favarable Geographical Location
Located at Yellow River Delta and the juncture of the economic areas around the Bohai Sea and the Jiaodong Pennisular, Binzhou Port, adjoining to the economic areas around Beijing and Tianjin, is the nearest port in Shandong that connects the Tianjin Binhai Newly Developed Area. It acts as a bridge that joins the cities in Shandong Pennisular and that in middle and western China. It is the key pivot that connects the economic areas around the Bohai Sea as well as the only import and export cargo port in northwestern Shandong. Binzhou Port is the most convinient and cheapest access to the sea in middle and northwestern Shandong（provincial capital Jinan Metropolitan Area included）. It has been listed by Shandong provincial government as an important part of the city cluster in Shandong Pennisular, a key member in the economic areas around the Bohai Sea, a significant “wing” of the city cluster in Shandong Pennisular and the main member of Jinan Metropolitan Area.

It can promotes the regional economic development in the middle and southwestern part of Shandong, in the middle part of Hebei, as well as in Shanxi and Shaanxi province. At present, in the territory of Binzhou city only, the material transport volume can reach 60 million tons: raw salt 12 million tons, generating coal 20 million tons, ore and mine engineering materials 6 million tons, Oil in the Bohai Sea 15 million tons, the materials and products of the corn and oil in some big enterprises in Binzhou (Xiwang Sugar Factory, Jinhui Corn, Xiangchi Corn & Oil, etc) 10 million tons. Besides that, ore transport volume in Laiwu and Jinan Steel & Iron Group Corporation is close to 100 million tons which fully meets the requirements of the handling capacity of a 10 thousand tonnage harbour.
iv) Big Low Beaches and Waters
The coastline of Binzhou stretches 240 kilometers. Within the martime space of Binzhou, the intertidal region formed by sedimentary silt covers a vast area, among which 170 thousand hectares remain unexploited, providing rich land resources for the development of Binzhou port and its nearby industries. The usable waters in Binzhou port reachs 243 thousand hectares, which offers a vast area for the development of the port and for the holding ground of the ships.
v) Strong Economic Support
The CPC Binzhou committee and city government fully implement the Scientific Concept of Development and the economy and society achieve sustainable, rapid and sound development which provides strong economic support for the construction and development of Binzhou port. Binzhou’s GDP in 2007 reached 100 billion yuan, an increase of 17% over the previous year. Local government revenue came to 5.9 billion yuan, up 37.7%. New loans of the local financial organizations reached 15 billion yuan. The increasing scope of the main economic targets ranked first three places in Shandong for 5 years in succession. Especially the 10 new industries, like plane, automobile, ship and spareparts manufactureing, are on the upswing. It is estimated that when all the 10 industries have been finished, output value can reach more than 150 billion yuan. All of the above will provide strong hinterland economic support for the construction of the 10 thousand tonnage Binzhou port.
IV. Content of the Project
In accordance with the principle of scientific construction, the first course of the project adopts a plan that combines dredging and renovation. Being surrounded by other buildings on all sides excpet the west side, the harbour includes double embankments, three 50 thousand tonnage raw oil docks and two 30 thousand tonnage bulk cargo docks. The traffic capacity is 20 million tonnage. Total invested amount is estimated to be 3.08 billion yuan. Main content of the project:
i) The Reconstruction Project of Binzhou Port West Guide Embankment
The length and width of the guide dyke are 15.584 kilometers and 50 meters respectively, which meet the fundimental requirements for the two-way four-lane first Grade road, one-way I Class A Grade railroad which regulate the flow of ships and cargos, as well as the oil lines in the port. The project is started in March, 2007 and will complete its main body by the end of December, 2008. The construction period is 2 years.
The project has been put under an authorized plan and attracted investment amount of 520 million yuan. The guide dyke of 11 kilometers has moved forward into the sea. It is planned that the main body will be finished by 2008.
Total invested amount is estimated to be 1.83 billion yuan. Funds raised by the government will be 460 million yuan, among which 106 million has been in place. 240 million yuan will be raised by the company itself. Foreign capital is planned to be 1.13 billion yuan.
Road transportation is the main collecting and dredging transport method in the sea port area of Binzhou. The reconstructed West Guide Embankment is the only channeal between the dock in the sea port area and the land place. It also serves as the stretching part of the first Grade road which regulate the flow of cargos in the port. The road is also listed in the recontructed provincial arterial road grid and will achieve prominent social benefits.
ii) Binzhou Port 2×3 Ten Thousand Tonnage Bulk Cargo Dock Project
With two docks of 3 ten thousand tonnage bulk cargo, the designed navigation capacity is 5 million tonnage. Coordinated facilities such as stacking ground, storehouses, loading and unloading equipments, water and electricity will be constructed simultaneoously.
Environment evaluation and the right to use the sea area have been approved by the provincial authorities. The Project Feasibility Report, which has been studied and approved by the experts from Shandong Communications Department and Shandong Committee of Development and Reform, has been reported to the provincial Committee of Development and Reform and is now waiting for its approval. The project will start in the year 2009 and be finished and put into use by the end of that year. The construction period is 1 year.
Total invested amount is estimated to be 706000 thousand yuan which tended to be foreign capital entirely.
Binzhou Port, the port that is only at a distance of 130 kilometers from Tianjin Binhai Newly Develped Area, is the nearest port that connects Tianjin Binhai Newly Develpoed Area in Shandong. It is the sole access to the sea in Jinan Metropolis Circle. Binzhou Port is of decisive influence in promoting the exploitation of the High Efficient Ecological Economic District on the Yellow River Delta, the North Wing in the whole ecomomic layout (One Body, Two Wings) in Shandong. After the construction work of the 2 berthes is finished, we will further perfect the harbour function, improve the market compatitive capacity, enlarge the business scope, and thus offer favourable service circumstances for the cargo transport. This project has favourable national economic benefits and the national internal rate of return surpasses the 8% social discount rate. Besides comparatively good profitability, the project also enjoys considerable risk-resistant capacity.
iii) Binzhou Port Channel Dredge Project
Main Content of the Project：3000 Tonnage Channel and its coordinated facilities.Dredge Q’ty：2.22 million CBM.
Total invested amount is 90110 thousand yuan, among which 55610 thousand will be put in the primary construction course, and 34500 thousand in the secondry course.
Source of the Invested Capital: Capital reserves 19470 thousand yuan will be from the revenue of Wudi county. Foreign capital is planned to be 70.64 million yuan.
The Project Feasibility Report has been approved and authorized by the document (SDCDR［2006］650) of Shandong Committee of Development and Reform, and “The Initial Plan of Binzhou Port Channel Dredge Project” has been approved by the document (SDDC［2006］248) of Shandong Department of Communications. Now the initial course of the project has been finished by and large, in which 18.36 million yuan have been invested.
Afetr the implement of the project, the bottleneck in the development of the river port area will be eliminated, berth usage rate be improved, cargo transfer cost be lowered, and the regional and national economy will be significantly improved. The economic internal rate of return will far exceeds the social discount rate, and the economic net present value will top zero. The project is reasonable and feasible.
V. Work Condition
The General Plan of Binzhou Port has been approved by the Binzhou municipal government. The Project Feasibility Report has been worked out. With piolt embankment having been advanced 11 kilometers from land to the sea, stone dyke been made higher and wider, coordinated works like water, power, road and communications have been carried out in an all round way.
VI. Preferential Construction Policies
The municipal government of Binzhou provides a series of preferential policies for the construction of the port. With regard to nonprofitable infrastructural facilities, Investors may remit sea area fees. Concerning key national or provincial port construction projects, investors may reduce or remit sea area fees according to the law. For construction land with close relationship to the construction of the port, land use rights shall be procured by means of allocation only. With regard to the land for business purpose, land use rights shall be procured by means of transference or rental. Land transference fund or rental fee shall be taken according to the minimum standard. Land transference fund may be paid by stages. Land transference fund or rental fee may be entirely returned for the construction of infrastructurial port facilities. If the wasteland have been transformed into farmland by the means of filling up the sea, investors may use the land for agricultural pupose free of charge and the operation period will be no less than 30 years. Concerning infrastructurial port facilities being constructed on the salty low beaches, land use rights shall be procured by means of free allocation. In accordance with the principle of“He who makes investment gets benefit”，new land being transformed to by pilot embankments from low beaches and intertidal regions will belong to the investors. Joint-venture port enterprises with a business period of more than 15 years may enjoy a preferencial treatment by means of a reduction of local taxes.

Brief Introduction For the Project of the Railway from Zhanhua county to Binzhou Port
I. Brief Account of the Bureau
Binzhou Local Railway Bureau was established and authorized by the document （［2005］26） of Binzhou Establishment Committee of Government Bodies in Nov, 2005. It is a county level public institution straigntly under the authotity of the municipal government with its all funds allocated by local avenue. There are three sections in the bureau: General Office, Project Management Section and Business Management Section. The main function is to plan, construct, supervise and handle local railways in Binzhou.
II. Scale and Main Content of the Construction
The local railway from Binzhou city to Binzhou port （is call Bingang Line for short） locates within the city proper of Binzhou in north Shandong. It stretches northward from Xiaoying Station of the Jiaoji railway line to Binzhou port and acts as an important port dredging railway.

IV. Market Analysis
Afeter the construction work is finished, Bingang Line will connect Jiaoji Line through Zidong Line and thus link with other lines in China. Recently, it will connect with the planned Dezhou-Binzhou-Yantai railway line, become an important part of the national railway system, join Huanghua-Dajiawa railway line and turn to be an important hub of communication in north Shandong area. It also serves as a key channel for economic, political and cultural communications between Binzhou and other cities in and out of Shandong.
In the near future, after the accomplishment of the project, raw salt 3 million ton/year, relevant chemical products like bromine and potassium chloride 1.1 million ton/year will be transported ouside. Coal 4.6 million ton/year will be transported inside and the the transport capacity of Bingang Line will be as much as 9.54 million ton/year. As for the long-range plan, raw salt 5 million ton/year,relevant chemical products like bromine and potassium chloride 3.1 million ton/year will be transported ouside. Coal 7.6 million ton/year will be transported inside and the the transport capacity of Bingang Line will be as much as 19.6 million ton/year.
V. Estimated Investment Amount and Source of the Funds
For Bingang Line Zhanhua-Binzhou port，total estimated investment value will be 1131.13 million yuan (Economic Index: 18371.4 thousand yuan/kilometer), among which static investment 1044.33 million yuan, loan interest in the construction period 71.84 million yuan, locomotive buying fee 11.2 million yuan and reserve circulating funds 3.76 million yuan. All funds are planned to be raised by investment invitation.
VI. Profit Analysis
In accordance with investigation, the current transport capacity is 9.54 million ton/year with the transport charge 0.17yuan/ton．Kilometer. In case of 70 kilometers, the transport charge will be 114 million yuan/year, cost 5 million yuan/year, annual profit 109 million yuan and the investment payback period will be 9.2 years. So the project enjoys sound investment profit, considerably strong profitability and risk-resistant capacity.

There is a large import and export, so abundant cargo capacity can be ensured. Besides, Shejiagang Town owns 10,000 Mu of state-owned land resources which are still not occupied, so it enjoys broad prospects for development and construction. After the quay is completed, the cargo from Shejia Harbor can be transported to Binzhou Western Harbor and then direct delivered to some major ports such as Huanghua Port, Tianjin Port, Qingdao Port, Dalian Port, Shanghai Port and Longkou Port etc.

The estimated total investment in this proiect is RMB 80 million Yuan. RMB 60 million Yuan will be invested in building one quay with 1000-tonnage berths, RMB 10 million Yuan will be used to build warehouse of 2,200 square meters in the south of quay and RMB 10 million Yuan will be used to procure 8 loading and unloading facilities such as gantry crane and crane etc. Self-raised funds are RMB 30 million Yuan and RMB 50 million Yuan foreign capital will be expected.

After Shejia Harbor project is completed, it is used to transport building materials essential for construction industry such as sand and stone mainly with the help of Binzhou Western Harbor. Zhanhua East Port of Binzhou Port Co. Limited was established in April 2005. In recent years, many large and medium-sized enterprises settle in Zhanhua, there is goods of about 20,000,000t need transport by sea. In order to realize the water-land transshipment, Zhanhua has built a road by Tuhai River. With the development of Zhanhua, the project is imperative.

The Boxing Water Affairs Bureau is the authority of Boxing People’s Government in charge of water affirs of the county, including united management of water resources, construction and control of farmland irrigation engineering, prevention and fighting of drought and flood, water use supervision, preservation of water and soil, water supply and etc. the bureau has380 staffs, among whom 13 are senior engineers, 58 are of medium technical titles and 160 of holders of primary technical post of various specialties. Zouping Weiqiao Sewage Treatment Factory was authorized by Zouping county government and built by Shandong Tiandiyuan Paper Industry Co., Ltd. The registered capital of Shandong Tiandiyuan Paper Industry Co., Ltd. is 100 million yuan. At present, its assets is 494.21 million yuan and the annual productivity of it is 20 thousand tons of household paper and 200 thousand tons of high strength corrugated paper. In 2007, its sales income was 611.65 million yuan, the profit was 99.51 million yuan and the tax was 41.89 million yuan.
II. Construction Scale and the Main Construction Contents
Zouping Weiqiao Sewage Treatment Factory is a municipal-and county-wide key construction project. The daily sewage treatment capacity will be 60,000 m, the improved A2/0 technology will be used and the pipe network will be 45 km. In addition, the daily reuse water treatment capacity of the factory is 20,000 m3 and the V shaped filter disinfecting technology will be used. The treated reused water will be supplied to paper manufacturing enterprises and municipal works and gardens. The consturction contents include wide and thin grid room, elevated pump house, primary sedimentation, A2/0 tank, second setting tank, air-blower, dewatering room, sewage pipes, V shaped filter and so on.

At present, environmental protection evaluation and approval, feasibility report and approval and primary design and approval of the project have been completed and the design of construction drawing is almost finished. The project is planned to be built in the May of 2008 and in the December of 2009, it will be put into use.

Shandong Zhanhua Economic Development Zon, e, the total area is 12 km2, has been approved to be provincial level economic development zone by Shandong Government in Mar., 2006.
After the development of several years, there have been 99 firms settled in Zhanhua Economic Development Zone. There are 10 firms of investment of 100 million RMB, 6 firms of investment of 50 million RMB, 83 firms of investment of 10 million RMB; and 45 firms have been operated, 44 firms are being established. Brief Introduction of Xinhai Sewage Treatment Plant Project of Wudi County
I. Unit Overview
The project is located in Beihai New Area and is undertaken by Xinhai Management Committee of Projects-gathering Zone of Wudi County. The office of Management Committee, established in October 2006, is located in Liupu Town of Wudi County. With mutual efforts of the Organization Department of Construction of Ecological Xinhai and the Management Committee of Xinhai Industrial Park, the number of enterprises which have settled in industrial zone is gradually increasing. The rapid construction of projects of enterprises will help to obviously enhance economic and social benefits and comprehensive strength and accordingly ensure further promotion in driving effect and core competitiveness.
II. Construction Size of Major Contents of the Project
The first-period project of sewage treatment plant which is under construction aims to provide a sewage treatment capacity of 30 thousand tons per day and the second-period project of the plant has a sewage treatment capacity of 20 thousand tons per day. After the whole project is completed, the plant will have a sewage treatment capacity of 50 thousand tons per day.
III. Construction Conditions
The project site has been well facilitated with all construction conditions including transportation, water, electricity, gas and telecommunications etc. Besides, Wudi County government departments have formulated concerned policies on sewage treatment rate for project zone.
IV. The Progress of the Pre-project Works
The pre-project works including environmental impact assessment and land use procedures have been completed and approval reply for project listing has been completed by the Development and Reform Commission of Shandong Province.
V. Market Survey and Analysis
Currently, the capacity of sewage in Beihai New Area reaches 10.9 thousand tons. Along with the fast development of Xinhai projects-gathering zone, especially the completion and subsequent production implementation of projects within industrial park, a lot of industrial sewage will be discharged. Although the treated sewage has conformed to Class III Sewage Discharge Standard, Class III of Environmental Quality Standards for Surface Water (GB3838-2002) was still implemented for some water systems such as Dehuixin River within industrial zone. Therefore, if the industrial sewage is not secondarily treated by sewage treatment plant in town, it will greatly influence the quality of the water of Dehuixin River. For this reason, Xinhai Management Committee of Projects-gathering Zone timely put forward a project plan for Xinhai Sewage Treatment Plant in order to develop “Reed-Project-Ecology-Benefit” sustainable ecological recycling economy.
VI. Investment Budget Estimate and Capital Raising
The estimated total investment in the project is RMB 49.12 million Yuan. Self-raised funds are RMB 19.12 million Yuan and RMB 30 million Yuan foreign capital will be expected.
VII. Benefit Analysis
The sewage rate is RMB 0.8 Yuan per ton and the charge for sewage treatment and reuse is RMB 1 Yuan per ton. After the whole project is completed and put into production, the annual revenues of this project will reach RMB 7.72 million Yuan, and financial internal rate of return (FIRR) will reach 5.53% and payback period (including construction period) is 12.67 years.
